ÖZET

Makalede, bağımsızlık sonrası Özbekistan'da, Sovyet döneminden de devreden ve hâlâ etkilerinin yaşandığı çevre sorunlarının toplumsal sistemi de tehdit edici özellikleri de dikkate alınarak, bunların çözümlenmesinde uluslar arası ve bölgesel işbirlikleri, Özbekistan devletinin yine uluslar arası ve bölgesel kuruluşlarla gerçekleştirdiği, tamamlanan ve devam eden ikili ve çok taraflı projeleri tanıtılıp betimlenmiştir. Aral Gölü'nün ve Çevresinin kurtarılması ile ilgili 1990'ların başına tarihlenen faaliyetlerin de yeni projelerle devam etmekte olduğu dikkate sunulmuştur. Bu projelerden ayrı, Özbekistan ve komşu Orta Asya Türk Cumhuriyetleri bölgenin ortak çevre sorunlarına bizzat doğrudan çözüm üretme yönünde daimî örgütlenmeler içindedirler. Orta Asya'da bir bütün olarak su sistemi, toprak, orman vs. doğal kaynaklarının faydalı kullanımının, insan-doğa uyumunu gözeten, dolayısıyla ekonomik gelişme ve kalkınmanın toplumsal sonuçlarını önceden gören bir perspektifin bu projelerde öne geçirilmesi esastır.

ABSTRACT                      

The activities of international organizations in improving ecological situation which has existed for nearly 20 years in Uzbekistan and the methods of struggling against social-economic problems are analyzed in this article. A range of achievements which were attained as a result of implementation of programs and projects financed by the international organizations during the independence years in Uzbekistan is presented in this article.
