ÖZET
İran İslam Cumhuriyeti sınırları içinde yaşayan Türkler, sayıları milyonları bulan ve ülkenin çeşitli bölgelerine yayılmış en büyük etno-dilsel topluluklardan biridir. Ancak bu topluluk, ana dilinde eğitim, kültürel haklar ve kamusal görünürlük bakımından çeşitli sınırlamalarla karşı karşıyadır. Farsça merkezli resmî dil politikaları çerçevesinde Türkçenin kamusal alandaki kullanımının sınırlandırılması, topluluk içinde kültürel ve kimlik temelli tepkilerin ortaya çıkmasına zemin hazırlamaktadır.
Bu çalışma, İran’da Türkçeye yönelik dil politikalarını ve bu politikalara karşı gelişen kültürel tepki ve direnç biçimlerini sosyolojik bir perspektiften incelemektedir. Çalışmada, dilin yalnızca bir iletişim aracı olmadığı; aynı zamanda kimliğin temel bileşenlerinden biri ve siyasal aidiyetin ifade alanı olduğu vurgulanmaktadır. Nitel araştırma yöntemiyle hazırlanan bu makale, İran Türklerinin Türkçeyi bir kimlik unsuru olarak nasıl konumlandırdıklarını analiz etmekte ve mevcut dil politikalarının toplumsal yansımalarını değerlendirmektedir.

ABSTRACT
Turks living within the borders of the Islamic Republic of Iran constitute one of the largest ethno-linguistic communities in the country, numbering in the millions and dispersed across various regions. However, this community faces limitations in access to mother-tongue education, cultural rights, and public visibility. Within the framework of Persian-centered official language policies, the public use of Turkish has been restricted, contributing to the emergence of identity-based cultural responses.
This study examines language policies toward Turkish in Iran and the forms of cultural response and resilience that have developed in reaction to these policies from a sociological perspective. It emphasizes that language is not merely a means of communication but also a fundamental component of identity and a vehicle of political expression. Based on a qualitative research framework, this article analyzes how Iranian Turks position the Turkish language as a marker of identity and evaluates the broader social implications of contemporary language policies in Iran.
